Creates "Fred's Law" establishing the Oklahoma Achieving a Better Life Experience (ABLE) Savings Plan Program, allowing individuals with disabilities to open tax-advantaged savings accounts for qualified disability expenses including education, housing, transportation, healthcare, and assistive technology

Designates the State Treasurer to implement the program through establishing Oklahoma's own ABLE program, contracting with another state's program, joining a multi-state consortium, or operating a website to help eligible individuals select a qualified program

Limits eligibility to Oklahoma residents who receive Social Security disability/blindness benefits or have a certified disability with marked and severe functional limitations lasting at least 12 months

Exempts ABLE account balances from garnishment, levy, attachment, and other legal processes, and excludes account funds from consideration when determining eligibility for TANF and other state/local means-tested assistance programs

Effective date of January 1, 2017
