Reduces professional education hours required for alternative placement teaching certificates: from 18 to 12 semester hours (270 to 180 clock hours) for baccalaureate degree holders, and from 12 to 9 semester hours (180 to 135 clock hours) for postbaccalaureate degree holders

Allows applicants to demonstrate competency in a subject area as an alternative to completing a major in that field when seeking certification

Waives coursework requirements for teachers who average an "effective" or above rating under the Teacher and Leader Effectiveness Evaluation System (TLE) for 2 of their 3 years holding an alternative certificate

Updates statutory references from "Oklahoma Commission for Teacher Preparation" to "Commission for Educational Quality and Accountability"

Takes effect July 1, 2016, with an emergency clause allowing immediate implementation upon passage
