State Board of Education must publish a consolidation list of all elementary school districts by January 31, 2017, and every sixth year thereafter

Elementary districts on the consolidation list may voluntarily petition to consolidate or annex within 60 days of list publication, with completion required by May 31 and effective July 1

Districts that do not voluntarily consolidate or have petitions denied will be mandatorily consolidated by the Board by May 31 of that year

Elementary districts may apply for exemption from the consolidation list if they have an average grade of "B-" or above on annual school reports and each school site is located more than 30 miles from the nearest school site of another district

Consolidated districts are limited to one superintendent, and nothing in the act requires closing any school site or facility
