Amends Oklahoma alcohol license regulations to expand where licensees can operate on property owned by government agencies, political subdivisions, or public trusts—applying to both facilities and broader property, not just events held at such locations

Allows licensees operating on government-owned property to permit other licensees to operate on their licensed premises for temporary events, with each licensee responsible for violations in their designated area

Permits transport of alcoholic beverages between licensed premises within the same building or property when designated as a common drinking area by the governing body

Maintains existing prohibitions for alcohol licensees including consuming alcohol while on duty, permitting illegal activity, refusing entry to ABLE Commission agents, and destroying evidence
