Amends the Oklahoma Nursing Practice Act to remove the requirement for supervising physician oversight for Certified Nurse Practitioners, Clinical Nurse Specialists, and Certified Nurse-Midwives when prescribing medications

Grants the Oklahoma Board of Nursing authority to directly issue and limit prescribing and ordering authority to Advanced Practice Registered Nurses (APRNs) without requiring a defined formulary or physician supervision agreement

Repeals Section 567.4b establishing the Formulary Advisory Council, a 12-member body of physicians, pharmacists, and nurses that developed the exclusionary drug formulary for APRNs

Expands the definition of Certified Nurse-Midwife to include providing primary health care services to women throughout their lifespan, including treating male partners for sexually transmitted infections
