Creates the "Primary Care Stabilization Revolving Fund" in the State Treasury for the Oklahoma Health Care Authority, established as a continuing fund not subject to fiscal year limitations

Fund receives monies from appropriations, gifts, or donations and may be used for reimbursement contracts with federally qualified health centers authorized under Section 330 of the Public Health Service Act

Eligible health centers must be incorporated in Oklahoma and provide primary health care services to uninsured patients as regulated by 42 C.F.R. Chapter 1 part 51c

Authorizes the Oklahoma Health Care Authority to apply for federal waivers or state plan amendments from the Centers for Medicare and Medicaid Services to support the fund's purposes

Effective date of July 1, 2016, with an emergency clause allowing immediate effect upon passage
