Creates the Primary Care Stabilization Revolving Fund within the Oklahoma Health Care Authority to provide primary health care services to uninsured patients through federally qualified health centers authorized under Section 330 of the Public Health Service Act

Redirects 7.7% of tobacco tax revenue from tribal compact payments to the new Primary Care Stabilization Revolving Fund, reducing the General Revenue Fund allocation from 16.83% to 9.13%

Authorizes the Oklahoma Health Care Authority to apply for federal Medicaid waivers or state plan amendments from the Centers for Medicare and Medicaid Services to support the fund's purposes

Establishes the fund as a continuing revolving fund not subject to fiscal year limitations, funded through tobacco tax apportionments, appropriations, gifts, or donations

Effective date of July 1, 2016, with an emergency clause allowing immediate effect upon passage and approval
