Amends Oklahoma Statutes to allow state employees to receive more than one voluntary out benefit if their position is being abolished due to a reorganization and a reduction-in-force is imminent

Voluntary out benefits are available to permanent classified and regular unclassified employees with 1+ years of continuous state service who voluntarily separate to avoid layoffs

Required benefits include 18 months of health insurance premium payments and a longevity payment equal to the employee's next anniversary date amount

Optional additional benefits agencies may offer include up to 1 week of pay per year of service, a maximum $5,000 lump sum, partial sick leave payout, and education vouchers with matching contributions up to $3,000
