Amends Oklahoma bail bondsman licensing laws to require professional bondsman license applicants to have been continuously licensed as a surety, cash, or property bondsman for at least 2 years prior to application

Requires bondsmen to retain business records for 3 years following discharge of liability on the bond or return of collateral to its lawful owner, whichever is later

Establishes that bondsmen apprehending or surrendering defendants must possess their bail bondsman license at all times during such activities and present it to law enforcement upon request

Clarifies that suspended or formerly licensed bondsmen may continue submitting monthly reports to the Insurance Department and contract with licensed bail enforcers to apprehend defendants under existing bail contracts

Modifies requirements for bondsmen seeking assistance from other bondsmen, requiring the assisting bondsman to have held a valid license for 5+ years or be appointed by the same insurer
