Creates the Oklahoma Community College Scholarship Program administered by the Oklahoma State Regents for Higher Education for Oklahoma residents pursuing associate's degrees, certificates, or diplomas at eligible postsecondary institutions

Covers 100% of tuition and mandatory fees at two-year institutions or technology center schools, minus $50 student contribution and other gap support; students at four-year institutions receive the average two-year tuition amount minus $50 and gap support

Requires students to enroll full-time in fall term following high school graduation, maintain a 2.0 GPA, complete FAFSA annually, and participate in mentoring and community service programs

Eligibility ends after earning a diploma/associate's degree or after 2.5 years of attendance, with up to 6 months of approved medical or personal leave permitted

Establishes the Oklahoma Community College Scholarship Trust Fund funded by legislative appropriations and public/private contributions, with trust fund prohibited from covering administrative expenses
