Creates a family temporary disability insurance program administered by the Oklahoma Department of Labor, providing up to 6 weeks of wage replacement benefits at 65% of weekly wages within any 12-month period

Covers workers who take leave to care for a seriously ill child, spouse, parent, grandparent, grandchild, sibling, or domestic partner, or to bond with a new child within one year of birth, foster placement, or adoption

Funded entirely through employee contributions at rates determined by the Department, with funds deposited into a newly created Disability Trust Fund

Requires a 7-day unpaid waiting period before benefits begin, and employers may require employees to use up to 2 weeks of accrued vacation before receiving benefits

Imposes a 25% penalty on individuals who falsely certify medical conditions to obtain benefits, plus repayment of fraudulently obtained benefits
