Amends the Oklahoma Tuition Equalization Grant Act to modify the list of eligible private, not-for-profit institutions that qualify for the program.

Adds Hillsdale Free Will Baptist College to the list of specifically named eligible institutions and includes any member of the Oklahoma Independent Colleges and Universities Association.

Maintains existing eligibility requirements: Oklahoma residency, full-time undergraduate enrollment, parental income not exceeding $50,000 annually, payment of tuition above comparable public institutions, and minimum academic performance standards.

Preserves grant amounts of $2,000 per academic year or $1,000 per semester, with priority given to continuing eligible students over first-time applicants when funds are limited.

Becomes effective July 1, 2016, with emergency provisions allowing immediate effect upon passage and approval.
