Amends Oklahoma execution procedures by authorizing additional witnesses including defense counsel, law enforcement from multiple jurisdictions, and members of immediate families of deceased victims.

Removes confidentiality protections for persons who participate in or administer the execution process and those who supply drugs, medical supplies, or equipment.

Removes execution drug purchases from the Oklahoma Central Purchasing Act requirements.

Permits two members of the defendant's legal defense team to witness the execution in person and access all pre-execution areas and procedures.

Provides legal counsel with means to communicate with other defense team members outside the facility to allow access to courts if needed during the execution.

Becomes effective November 1, 2016.
