Establishes state policy that no person shall be incarcerated for debt, prohibiting imprisonment for nonpayment of fines, costs, fees, or assessments.

Authorizes trial courts to issue bench warrants for contempt of court when the court finds after notice and hearing that a defendant is financially able but refuses or neglects to pay ordered financial obligations.

Removes authority for trial courts to convert sentences into jail sentences for nonpayment of fines and costs.

Requires hearings for contempt of court arrests to be held within 24 hours after arrest, excluding weekends and legal holidays.

Allows district and municipal courts to report nonpayment of moving traffic violation fines and costs to the Department of Public Safety within 120 days, with recommendations for driving privilege suspension until full payment is made; becomes effective November 1, 2016.
