Adds a new goal to district professional development programs requiring teachers to improve their ability to effectively meet the academic needs of students from racially, ethnically, linguistically, and culturally diverse backgrounds.

Requires school districts where at least 20% of students are from a minority background to provide a specific professional development program focused on meeting the academic needs of diverse student populations.

Directs the State Board of Education to provide guidelines to assist school districts in developing and implementing racial and ethnic education components into professional development programs.

Maintains existing professional development requirements including training on child abuse recognition, autism awareness for early childhood and primary grade teachers, and components on classroom management and student discipline.

Becomes effective November 1, 2015.
