Prohibits employers, supervisors, administrators, governing bodies, or entities from interfering with, discriminating against, or retaliating against employees or other persons who report suspected child abuse or neglect in good faith or provide testimony in related proceedings.

Creates liability for damages, costs, and attorney fees against employers or governing bodies that discharge, discriminate against, or retaliate against reporters; permits harmed children or other harmed parties to file separate actions for damages, costs, and attorney fees.

Requires the Department of Human Services to establish a statewide centralized hotline for child abuse and neglect reports with specific training requirements and a system to track call metrics including screened-out calls, assigned referrals, and unsubstantiated allegations.

Mandates electronic recording of all referrals retained for 12 months with confidentiality protections and court-ordered disclosure only, with reporter identification redacted unless otherwise ordered by court.

Becomes effective November 1, 2016.
