HB2966 Summary

• Adds new oversight powers for school board members to gather information, investigate, inquire, inspect and research matters relating to instructional and administrative services, excluding illegal threats, intimidation, coercion or promises of unconstitutional actions.

• Establishes that reasonable actions taken by board members to gather information for oversight decisions are not conflicts of interest as long as they do not involve personal financial interests or interfere with the member's duties.

• Renumbers existing board of education powers and adds clarifying language regarding board duties to oversee provision of instructional and administrative services.

• Allows large school districts (30,000+ average daily membership in counties with 500,000+ population) to contract with public or private entities to provide educational and administrative services while maintaining all students as school district students for funding and accountability purposes.

• Takes effect November 1, 2016.
