Defines "fringe benefits" as retirement benefits excluding specific statutory contributions and flexible benefit allowances from state education boards.

Recognizes out-of-state teaching experience and military service (up to 5 years) for salary increment and retirement purposes, with State Board of Education accepting accredited out-of-state experience.

Becomes effective July 1, 2016, with emergency declaration allowing immediate implementation.
