HB 2979 Summary

• Amends 63 O.S. 2011, Section 2-309B of the Anti-Drug Diversion Act to expand the definition of "Recipient's identification number" and "Recipient's agent's identification number."

• Adds handgun license issued pursuant to the Oklahoma Self-Defense Act as a valid form of identification for recipients and their agents when obtaining Schedule II controlled dangerous substances.

• Expands identification options to include parent or guardian identification for recipients under 18 years old, and animal owner identification when controlled dangerous substances are obtained for animals.

• Exempts nonresident and resident drug outlets from picture identification requirements if they obtain patient identification through the patient's prescription benefit plan.

• Becomes effective November 1, 2016.
