HB 2995 Summary

• State and political subdivision employees whose job requires Oklahoma Bar Association membership must attend a federalism seminar at least once every two years as a condition of continued employment.

• Attendees receive continuing education credit for seminar attendance based on Oklahoma Bar Association criteria.

• The States' Rights Committee of the Oklahoma House of Representatives shall develop the seminar curriculum, which must cover fundamental principles of federalism, state sovereignty and police powers, the Tenth Amendment, federal government authority limits, and methods for challenging federal laws on federalism grounds.

• The curriculum shall also include the relationship between state and federal governments, state powers as checks on federal authority, and any other federalism issues the States' Rights Committee deems necessary.

• Act becomes effective November 1, 2016.
