• Creates the "Oklahoma Use of Unmanned Aerial Vehicles Act" establishing regulatory framework for commercial unmanned aerial vehicle (UAV) operations in Oklahoma.

• Requires all commercial UAV operators to obtain and maintain current Federal Aviation Administration certification and comply with all FAA rules and guidelines.

• Prohibits operation of UAVs for surveillance, weaponized UAV operation (except for U.S. military contractors), operation while under the influence, and distribution of literature from UAVs.

• Mandates commercial UAV operators carry liability insurance and present proof to law enforcement, with exemption for Academy of Model Aeronautics-approved flying fields.

• Authorizes news media use of UAVs and allows image/data capture for training and research by higher education institutions and FAA-certified commercial operators, with required liability insurance for training programs.

• Becomes effective November 1, 2016.
