HB 3028 Summary

• Oklahoma State Regents for Higher Education shall prepare an annual economic security report beginning January 1, 2017, in conjunction with the Oklahoma Employment Security Commission, detailing employment and earnings outcomes by degree and certificate program for all Oklahoma State System of Higher Education institutions.

• The publicly accessible online report must include employment data one year and five years after graduation, earnings data based on the most recent four quarters of employment, and average student loan debt calculated using the Integrated Postsecondary Education Data System.

• Community colleges must provide enrolled students electronic access to the full economic security report prior to registration beginning January 31, 2018, and annually thereafter.

• Comprehensive and regional institutions must provide students electronic access to the full report plus data on the top 25% and bottom 10% of degrees by institution in terms of job placement rates and average annualized earnings.

• School districts must provide middle and high school students and their parents a two-page summary of the latest economic security report and electronic access to the full report beginning January 31, 2018; effective date is November 1, 2016.
