Prohibits school counselors, therapists, social workers, administrators, teachers, and other school personnel from referring students under 18 years old to external individuals or organizations regarding human sexuality matters without prior parental notification.

Prohibits providing contact information, business cards, brochures, or other informational materials from external entities about human sexuality to students under 18 without prior parental notification.

Requires school personnel to notify parents or legal guardians by email, personal phone call, or text message at least 24 hours before making such referrals or providing such information.

Creates new section 24-100.8 of Oklahoma Statutes Title 70 to codify these restrictions.

Becomes effective July 1, 2016, with an emergency clause allowing immediate effect upon passage and approval.
