Requires each Oklahoma school district board of education to adopt a student physical privacy policy addressing student use of restrooms, locker rooms, showers, and other facilities where students may be undressed.

Defines "biological sex" as the biological condition of being male or female as determined at birth based on physical differences or chromosomal level when necessary.

Mandates that restrooms, locker rooms, and showers designated for one biological sex shall only be used by members of that biological sex.

Requires school personnel to provide separate, private changing areas based on biological sex in all facilities where students may be undressed, including during school theatrical productions.

Permits accommodations for students who consistently assert a gender different from their biological sex, such as access to unisex restrooms or employee facilities, but excludes access to opposite-sex facilities.

Becomes effective July 1, 2016, with an emergency declaration allowing immediate effect upon passage and approval.
