Allows school district board of education members to be recalled and removed from office through a special election called upon submission of a petition to the county election board secretary.

Requires recall petitions to be signed by 25% of school district electors, calculated based on the highest number of voters in regular school district elections during the preceding five years, with the county election board secretary certifying signature adequacy.

For school districts using board districts rather than at-large elections, recall petitions must be signed by 25% of electors within the specific board district where recall is requested.

Recall elections are conducted in the same manner as regular board of education elections, and candidates meeting eligibility requirements may file to appear on the ballot after a valid petition is submitted.

Takes effect July 1, 2016, with an emergency clause declaring immediate effectiveness upon passage and approval.
