HB 3058 Summary

• Office of Management and Enterprise Services shall reconcile all state agency revolving funds by the first Monday in August each year using criteria adopted by rule subject to the Administrative Procedures Act.

• Appropriated agency revolving fund balances shall be transferred to the Special Cash Fund; nonappropriated agency fund recommendations shall be reported to the House Speaker, Senate President Pro Tempore, and administrative rules committee chairs.

• Proceeds from reconciliation shall be deposited in the Special Cash Fund for State Board of Equalization certification at the December meeting for expenditure authority in the following fiscal year.

• State agency directors may file reconciliation protests with the Legislative Oversight Committee on State Budget Performance by the second Friday in August; the Committee may convene by the first Friday in December to consider protests.

• Senate amendments exclude funds established pursuant to Section 3901 of Title 70 of the Oklahoma Statutes and exempt nonappropriated agencies with authority to refund collected fees, fines or assessments on a pro rata basis; effective July 1, 2016.
