Defines "charitable clinic," "licensing board," "volunteer professional," and "volunteer health practitioner" for purposes of this act, with terms referencing existing definitions in Title 76 of the Oklahoma Statutes.

Requires each licensing board to promulgate rules permitting volunteer professionals and volunteer health practitioners to satisfy up to one-third (1/3) of their continuing education requirements per licensure period through services performed at charitable clinics.

Becomes effective November 1, 2016.
