Amends the Oklahoma Milk and Milk Products Act to expand exemptions for incidental raw milk sales directly to consumers at the farm, delivered to consumer residences, or at farmers' markets defined by the Oklahoma Department of Agriculture, Food, and Forestry

Requires all unpasteurized milk sold under these exemptions to be clearly labeled as "unpasteurized raw milk"

Allows advertising of incidental sales of raw milk and goat milk, which was previously not explicitly permitted

Defines incidental sales of goat milk as those where average monthly sales do not exceed 100 gallons

Effective date of November 1, 2016
