Requires creditors seeking garnishment to have a good faith belief that the defendant is indebted to them or possesses their property.

Allows garnishees to deduct $10.00 from defendant funds as reimbursement for costs incurred in answering garnishment requests, except for general garnishments of federally insured depository institutions.

Requires judgment creditors to remit $25.00 directly to federally insured depository institutions as reimbursement for costs incurred in answering general garnishment requests, delivered with the garnishment summons.

Specifies that all fees paid to garnishees for answering garnishment requests shall be taxed and collected as costs.

Becomes effective November 1, 2016.
