Office of Management and Enterprise Services shall enter into a 99-year lease agreement with the Enid Regional Development Alliance (ERDA) for a portion of the former Northern Oklahoma Resource Center property located in Garfield County, Oklahoma (North Half and Southwest Quarter of Section 33, Township 23 North, Range 6 West).

Lease agreement allows ERDA to enter third-party agreements and subleases without state consent, provides unrestricted access and development rights, and permits ERDA to construct and own capital improvements on the property.

Property may be conveyed to ERDA by quit claim deed for nominal consideration not to exceed $10.00, with ERDA gaining exclusive rights to sell or convey parcels to other entities certified necessary for development and trust indenture purposes.

Lease shall require rent payment not to exceed $1.00 annually, no purchase price for acquisition options exceeding $10.00, and shall not impose maintenance or repair expenses on ERDA.

Office of Management and Enterprise Services and ERDA are exempted from specified sections of Oklahoma Statutes (Titles 60, 61, and 64); act becomes effective July 1, 2016, with emergency declaration for immediate effect.
