• Mandates annual salary supplements for leadership roles: model teachers receive at least $1,500, mentor teachers at least $3,000, and lead teachers at least $5,000 to cover additional contract days (5-15 days beyond career teacher contracts).

• Allows school districts to apply for approval to implement the framework or a comparable system; districts may opt out by March 15 of the preceding school year and those opting out become ineligible for teacher leadership supplemental grants.

• Authorizes the State Board of Education to award teacher leadership supplemental grants subject to appropriations and requires the Department of Education to submit annual reports on implementation results and recommendations.
