Amends the definition of "textbooks" to include printed and nonprinted instructional materials, technology-based materials, and other educational materials designed for student use as learning resources

Removes the previous exclusion that prohibited technology-based materials from including required equipment, potentially expanding what can be covered under textbook provisions

State Textbook Committee retains authority to select textbooks for public school subjects through grade 12, with adoption periods of up to 6 years per textbook

Committee may suspend pending textbook selections and extend current adoption periods by at least 2 years to delay the adoption cycle

Effective date of July 1, 2016, with emergency clause for immediate effect upon passage and approval
