Creates the Oklahoma State Facilities Energy Conservation Program requiring all state facilities to implement energy conservation measures overseen by the Director of the Office of State Finance.

Sets a target of at least 20% cumulative energy savings by 2020 compared to 2012 fiscal year utility expenditures using organizational behavior-based or performance-based conservation efforts.

Requires state agencies to input historical utility cost data into International Performance Measurement and Verification Protocol (IPMVP)-adherent software and submit annual progress reports to the Director within 90 days of fiscal year end.

Mandates an initial fee-free period of at least 12 months for vendor contracts before any fees are due, with free ongoing support if the state substantially continues program implementation.

Modifies the Director's authority to review and determine compliance of energy conservation programs contracted by state agencies prior to August 24, 2012, and permits state agencies to enter separate performance-based efficiency contracts for capital improvements.
