• Allows physical restraint or seclusion only in emergency circumstances when a student poses imminent risk of harm, less restrictive measures have failed, and the restraint/seclusion is the minimum necessary to resolve the danger.

• Bans chemical restraints, mechanical restraints, and prone restraints; prohibits any restraint that prevents speaking or breathing.

• Requires school personnel using physical restraint or seclusion to complete certified training in conflict de-escalation, crisis intervention, CPR, first aid, and student monitoring, with annual updates.

• Mandates documentation of all incidents on forms developed by the State Department of Education, parent/guardian notification within 24 hours, immediate administrator notification, a debriefing meeting within one week, and placement of all documentation in the student's confidential file.
