Increases the threshold for county purchases exempt from competitive bidding procedures from an unspecified amount to $15,000.00, with all exempt purchases required to be made by a single purchase order.

Prohibits splitting purchase orders to circumvent the $15,000.00 bidding exemption threshold, with violations constituting a misdemeanor punishable by forfeiture of position or office.

Raises the exemption limit for road and bridge improvement materials from $3.00 to $7.00 per yard or per ton.

Establishes exceptions to bidding requirements for single-source contracts, state agency purchases, fuel purchases with telephone quotes from three vendors, food for county jail prisoners, and emergency purchases declared by the Governor.

Becomes effective November 1, 2016.
