Specifies that ambulance district boards of directors must be representative of the district and grants districts power to enter contracts with tribal governments and federal agencies for ambulance services and facilities.

Authorizes ambulance districts to implement pass-through billing through public utilities regulated by the Oklahoma Corporation Commission to fund services, with utilities protected from civil liability and allowed cost recovery for collection.
