Establishes two scholarship programs administered by the Oklahoma State Regents for Higher Education: the Child Development Associate (CDA) Credential Assessment Scholarship and the Certified Childhood Professional (CCP) Credential Assessment Scholarship.

CDA scholarship covers 85% of the national assessment fee; requires applicants to be at least 18 years old, have a high school diploma, 480 hours of child care experience within the past 5 years, and 120 hours of formal CDA training.

CCP scholarship provides $295.00 toward the assessment fee; requires 18+ years old, high school diploma, 720 hours of child care experience within the past 5 years, and 180 hours of training in the "9 Professional Ability Areas."

Both scholarships require applicants to work at least 30 hours per week earning $15.50 or less per hour at a state or tribally-licensed child care facility rated One-Star or higher with at least 10% subsidized care enrollment; excludes school-age and Head Start program employees.

Recipients may receive up to $400.00 for Tier II training, choose their own Professional Development Specialist, and coursework from accredited universities or vocational technical schools does not expire; program terminates if funding becomes unavailable.
