HB 3137 Summary

• Expands prohibited acts related to explosives, explosive devices, and incendiary devices across multiple Oklahoma statutes to include conspiring to commit these offenses.

• Increases maximum prison sentence for violations of Section 1767.1 (use of explosives and bombs) from 10 years to 20 years, and increases penalty to 7 years or life imprisonment if personal injury results.

• Updates language throughout criminal code sections to replace references to "State Penitentiary" with "custody of the Department of Corrections" and standardizes definitions of explosives, explosive devices, incendiary devices, and simulated bombs.

• Clarifies that fireworks as defined by Title 68, Section 1622 are excluded from the definition of explosives, explosive devices, and incendiary devices in criminal statutes.

• Becomes effective November 1, 2016.
