• Increases Oklahoma teacher minimum salary schedule effective with the 2016-2017 school year, with raises ranging from $1,000 to $1,000 across all degree levels and years of experience compared to the 2013-2014 schedule.

• Establishes an "additional compensation amount" separate from the flexible benefit allowance, to be calculated by multiplying total school district employees by the additional compensation amount established in Section 26-105.

• Modifies flexible benefit allowance calculations for fiscal years 2017-2018 and beyond, allowing school districts to elect between two options (50% or 25% of HealthChoice High Option premiums) with corresponding additional compensation percentages (50% or 75%).

• Changes the school district health insurance requirement from paying 100% of a specific HealthChoice plan premium to paying the selected flexible benefit allowance amount as provided in Section 26-105.

• Becomes effective July 1, 2016, with emergency declaration to take effect immediately upon passage and approval.
