• Replaces gender-specific terms ("serviceman") with gender-neutral language ("service member") throughout Oklahoma motor vehicle registration law for military personnel.

• Allows military personnel to submit copies of written orders documenting active duty status as an alternative to certification by a military officer when registering vehicles.

• Permits Oklahoma residents stationed out of state to authorize a designated representative (not limited to parents) to register their vehicles on their behalf if they are unable to do so personally.

• Maintains $15.00 annual registration fee for active duty military members and their spouses, with exemptions from penalties for the duration of assignment plus 60 days after assignment ends.

• Effective date: November 1, 2016.
