Amends 26 O.S. 2011, Section 4-101 to modify voter registration eligibility for persons convicted of felonies.

Changes felony conviction ineligibility from a fixed period equal to the judgment and sentence duration to ineligibility lasting only until the person is released from imprisonment.

Maintains existing provisions regarding incapacitated persons being ineligible to register to vote, with restoration of eligibility once no longer incapacitated.

Allows partially incapacitated persons to register to vote unless the court order specifically restricts their voting eligibility.

Effective date: November 1, 2016.
