Changes the title of "Administrator" to "Executive Director" of the Oklahoma Tax Commission in vehicle license plate reissuance provisions.

Establishes a $5.00 additional vehicle registration fee from July 1, 2016, through June 30, 2017, with 80% deposited to a new State Public Safety Fund and 20% to the Oklahoma Tax Commission Revolving Fund.

Allocates $1,800,000 to the Oklahoma Tax Commission Revolving Fund for fiscal year 2016-2017 and $2,000,000 for fiscal year 2017-2018 to conduct a new general issue of license plates beginning January 1, 2017.

Requires all vehicles to receive new license plates designed by the Oklahoma Tourism and Recreation Department on or after January 1, 2017, except vehicles with permanent nonexpiring plates, certain official special plates, and motorcycle/moped plates.

Creates the State Public Safety Fund as a new fund in the State Treasury subject to legislative appropriation for supporting public safety in Oklahoma.
