Amends 62 O.S. 2011, Section 34.49 to establish procedures for reducing revenue apportionments when General Revenue Fund certification is less than the prior fiscal year.

Requires all revenue apportionments by the Tax Commission to be reduced by the same percentage during revenue failure, except for 10 specified exemptions including education, retirement systems, higher education programs, Indian Tribe compacts, ROADS Fund, transportation funding, and quality jobs incentives.

Maintains existing allotment procedures for agencies through the Office of Management and Enterprise Services, including monthly, quarterly, semiannual or annual distribution schedules upon agency request and director approval.

Exempts the Legislature from submitting agency budget or allotment requests.

Becomes effective July 1, 2016, with an emergency clause allowing immediate effect upon passage and approval.
