HB3218 Summary

• Replaces criterion-referenced tests and end-of-instruction tests with a statewide system of student assessments aligned with Oklahoma Academic Standards, effective beginning 2017-2018 school year.

• State Board of Education must issue requests for proposals and adopt assessments for grades 3-12 in English Language Arts, Mathematics, Science, and United States History by December 31, 2016.

• Beginning with students entering ninth grade in 2017-2018, students must take statewide assessments to graduate with a standard diploma and meet other high school graduation requirements established by the Board.

• Assessment scores must be reported on high school transcripts; school districts may select the means of assessment administration (online or paper); establishes legislative review process for assessment requirements with specific approval procedures.

• Eliminates previous testing program requirements and repeals related statutes; becomes effective July 1, 2016, with emergency declaration for immediate implementation.
