Amends the Oklahoma Court Information System statute to authorize expenditures from the Oklahoma Court Information System Revolving Fund for operational expenses of any court subject to the Administrative Director of the Courts' authority.

Establishes that the revolving fund consists of monies received from data processing services furnished to state agencies, boards, commissions, and other entities pursuant to contract.

Directs the Office of Management and Enterprise Services to transfer funds upon request from the Oklahoma Court Information System Revolving Fund to the District Court Interagency Reimbursement Fund until June 30, 2017, in amounts deemed appropriate by the Administrative Director of the Courts with Chief Justice approval.

Requires the Administrative Director to issue monthly statements of charges to each entity receiving data processing services, with costs recovered directly from the entity receiving services.

Declares the act an emergency measure effective immediately upon passage and approval.
