Directs the Secretary of State to refer a proposed amendment to Section 3 of Article XXVIII of the Oklahoma Constitution to voters for approval or rejection.

Allows wineries (both in-state and out-of-state) to ship wine directly to consumers over 21 years old who have previously visited the winery in person and purchased wine on the premises, upon obtaining a direct shipper's permit or license.

Permits winemakers producing no more than 10,000 gallons annually to self-distribute wine directly to licensed retail package stores and restaurants in Oklahoma using only vehicles owned or leased by the winemaker, without using contract carriers.

Establishes that if any winemaker provision is ruled unconstitutional, no winemaker may directly sell wine to retail package stores or restaurants in the state.

Requires the Chief Clerk of the House to file the resolution and ballot title with the Secretary of State and Attorney General immediately upon passage.
