Proposes amending Section 26 of Article II of the Oklahoma Constitution to expand and clarify the right to keep and bear arms, explicitly covering handguns, rifles, shotguns, knives, nonlethal defensive weapons, ammunition, and components

Requires any regulation of the right to keep and bear arms to be subject to strict scrutiny, the highest standard of judicial review

Permits the Legislature to prohibit possession of arms by convicted felons, those adjudicated mentally incompetent, and those involuntarily committed to mental institutions

Prohibits laws imposing registration requirements or special taxation on the acquisition, ownership, possession, or transfer of arms, ammunition, or their components

Directs the Secretary of State to refer the proposed constitutional amendment to voters for approval or rejection as a ballot measure
