Proposes a constitutional amendment (new Section 13 to Article XXIII) prohibiting the sale or export of surface water and groundwater outside Oklahoma until no area of the state suffers from water shortage and all areas have adequate supply for beneficial uses

Requires the Oklahoma Water Resources Board to conduct annual evaluations to determine when statewide water adequacy conditions have been met

Prohibits all state agencies, political subdivisions, and public officials from contracting for or executing water sales or exports outside the state until the Water Resources Board certifies adequate supply

Exempts pre-existing contracts that received legislative approval or were executed pursuant to law, provided exports do not exceed 8 million gallons per month

Exempts water contained in agricultural crops, animal and dairy products, beverages, and processed or manufactured products transported in containers
