Prohibits the State of Oklahoma and all political subdivisions (cities, counties) from contracting with or investing in entities doing business with countries designated as state sponsors of terrorism by the U.S. State Department as of January 1, 2015

Requires existing contracts and investments with prohibited entities to be cancelled or divested at the earliest prudent opportunity, with a hard deadline of December 31, 2018

Automatically adds countries to the prohibition list when newly designated by the U.S. State Department as state sponsors of terrorism

Removal of countries from the prohibition list requires both U.S. State Department reclassification and approval by majority vote of both Oklahoma legislative chambers plus gubernatorial signature (or two-thirds veto override)

Requires publication of the resolution in the Oklahoma Register and on the state's official web portal
