Amends Section 4 of Article VII-B of the Oklahoma Constitution to require the Judicial Nominating Commission to submit all qualified applicants (rather than just three nominees) to the Governor for judicial vacancies, along with a confidential qualification-based ranking

Prohibits Commission members from asking applicants about political party affiliation, questioning sitting judges about pending cases, or asking any applicant about cases that may come before them if appointed

Requires the Commission to submit proof to the Governor that proper procedures were followed, including detailed criteria used to determine applicant qualifications; grants any person standing to challenge the process

Mandates the Commission promulgate rules (including quorum definition and confidentiality protections) that must be approved by both the Supreme Court and both houses of the Legislature before taking effect

Directs the Secretary of State to refer the proposed constitutional amendment to voters for approval or rejection as a legislative referendum
